AzuriaLet’s take the perspective that the propaganda we constantly see in Paragon City is true.  The city is threatened constantly with ultimate destruction by various magical forces including the Banished Pantheon, the Circle of Thorns, the Carnival of Shadows, the Skulls, etc.  Simultaneously, artifacts exist which can imbue anyone with magical powers that range from pyrotechnics to becoming godly.  The FBSA decides to form a division devoted specifically for handling such fields - Modern Arcane Guild of Investigation or MAGI.

 So, how does Azuria remain in charge of such a crucial organization?  This has little to do with her young age of twenty-five or her lack of management experience, although those are definitely factors.  It has more to do with incompetence.  Azuria is put in charge of MAGI’s safe to hold all the powerful artifacts in it, and it’s broken into nearly as often as items are put into it.  How does someone that can’t do her job retain it?  One anonymous hero told me that he’s had items he entrusted to Azuria stolen about a dozen times over his career.  When asked why he continued to bring his items to her he said, “It’s not like we have much choice.  The FBSA doesn’t like us running around with these powerful items, and Azuria is the only one with magical jurisdiction.  Every time I am told to bring her an item... I cringe knowing I’m just going to have to get it back.”

If even these masked men are casting their doubts on MAGI’s abilities, why doesn’t the FBSA look into it?  I believe it to be quite obvious.  Clearly there isn’t an unending stream of items like we’re told.  If Azuria did her job and every artifact brought to her was protected, Gonzales, the FBSA, and the heroes would run out of their boogeymen to chase.  This way, Azuria turns her head, and - Oh, look! - there’s another malicious malefactor on the loose!  In some circles, tactics like these are referred to as “job insurance.”  People create reasons for them to have job security.  Azuria is doing many people a favor by being so lackadaisical, and I’m sure she gets a pat on the back for it as well.
Is MAGI being run by incompetence?
Azuria leaves all of these artifacts out in the open...
...including the very water that gave Statesman his powers!
